To unlock Phantom Dash, you first need to complete the Float quest from Airona in Asterleeds. Once you’ve earned Float and reached around Adventurer Level 25, a new Terra Resonance quest becomes available from Airona called Phantom Dash.

Accept the quest and travel back to the Ancient City of Vil. Follow the objective markers and complete the short set of combat and exploration tasks. Most of it involves defeating enemies near resonance stones and interacting with glowing runes scattered through the ruins.
