You’ll know there are multiple perps when more than one enemy is marked on your screen.

They’ll usually have red Resistance Meters and behave differently. One might flee. One might shoot. One might just stand there awkwardly waiting for cuffs.

It’s your job to figure out who’s the threat and who’s just bad at crime.

Your Partner Will Help… Sometimes

Your partner can technically help you arrest suspects.

They’ll tase when needed, and if a suspect is already restrained, they might make the arrest for you.

But don’t rely on them for much else. They often get confused during car chases, struggle with doors, and will occasionally stall while you’re sprinting after a perp.

Luckily, the game won’t fail you just because your partner gets lost in a parking lot.

Best Way to Arrest Multiple Suspects

1. Take down the most dangerous one first

Focus on anyone holding a weapon or running toward civilians.

2. Use your voice commands

Spam the Voice Order button (Square on PS5, X on Xbox) to reduce their Resistance Meter.

3. Tackle or tase them if they won’t listen

Once their Resistance Meter drops, restrain them.

4. Call for support

Hold R1 or RB and request backup. Cruisers, helicopters, or officer reinforcements will keep the others busy while you make the arrest.

5. Hand off suspects or book them quickly

You can call an Escort Unit to pick them up so you’re free to chase the rest. Or drop them off at the precinct if you’re close.

What If a Suspect Runs While You're Arresting Another?

That happens.

As soon as you cuff one, decide if it’s worth chasing the other. If not, call backup and let them handle it.

Just know that support units cost tokens, and not every call is worth spending them on.

One Limitation: You Can’t Uncuff People
