The Sneaky effect in Schedule 1 has two big perks for avoiding heat and stealing:
Police Alert Slows Down: The "?" meter (your wanted/alert level when cops notice you) fills up 50% slower while Sneaky is active. This gives you a lot more time to either run away or finish whatever illegal thing you were doing before the police fully notice.
Pickpocketing Gets Easier: When you’re trying to pickpocket, the success area (the good zone where the minigame succeeds) becomes much larger. This makes stealing from NPCs a lot less risky.
