Go to Northern Paradis:
First, teleport to the Administration District Beacon in Paradis City.
Head north toward the Northern Paradis door.
Scale the Balcony (see image below):
When you reach the Northern Paradis door, look to your right and jump over to a green area.
Continue forward until you find a balcony with an artist’s canvas.
Enter the Hidden Room:
Behind the canvas, there will be a room with ladders leading down on the left side.
Defeat Phantom Enemies:
Inside this room, you will encounter Phantom enemies. Defeat them to clear the way.
Collect the Golden Scale of Justice:
Once the enemies are taken care of, the Golden Scale of Justice will be waiting for you in the room.
